What is the guideline regarding:
    <CODE BEGINS> file "ietf-...@2016-03-20.yang"
    versus
    <CODE BEGINS> file "ietf-foo.yang"

Right now, we have a mix of behaviors.
This implies that the extracted YANG modules sometimes contains the 
revision, but not always.
