What I have understood so far is that template mechanisms differ quite
a bit in the details how they work. Ideally, both the template content
and the expansion resulting from the template content should be valid.
But until someone tries to work out a standard template mechanism, we
simply won't know the details. (And whether a standard for templates
is feasible, I do not know.)
