Ahh! I see what you mean. How about this?

OLD:
   The match criteria allows for definition of packet headers and
   metadata, all of which must be true for the match to occur.


NEW:
   The match criteria allows for definition of packet headers and
   metadata, the contents of which must match the definitions.
