But on a practical level this seems to be the same as stating:
"Published YANG modules MUST never have any bugs in any config true nodes."

My recollection/understanding of how this work started is that some members of
the WG felt that there are and will be cases where published YANG modules (SDOs
or native) have bugs and have to be updated in an NBC way.
