For the issue of revision-or-derived-compatible, there seems to be consensus 
that “revision-or-derived” is useful but compatibility constraints on imported 
modules  is better defined outside of the modules. So we will close 
https://github.com/netmod-wg/yang-ver-dt/issues/75, and open a new issue to 
look at how to define these constraints as meta-data elsewhere (e.g. in 
packages)
For https://github.com/netmod-wg/yang-ver-dt/issues/4, a change to the import 
statement is considered as backwards-compatible. There were some discussions as 
to whether there should be exceptions, but the semver draft already allows the 
major version to be bumped when all changed made are BC.
Under some circumstances (e.g., to avoid adding a "_compatible"

modifier) an artifact author MAY also update the MAJOR version

when the only changes are backwards-compatible.
