I definitely agree with all the problems Andy mentioned but our open-source Netopeer2 <https://github.com/CESNET/netopeer2/> NETCONF server does support schema-mount for about half a year now. Additionally, I can mention YANG packages <https://datatracker.ietf.org/doc/html/draft-ietf-netmod-yang-packages> that may simplify the implementation of this extension by defining design-time mounted schema but that would require their wide deployment which might or might not happen.

We just finished implementing schema mount in YumaPro SDK and the first release is next month. This RFC is rather complicated and there is little implementation guidance provided.
The client, server, and compiler internals all need significant changes.
Perhaps it is difficult to make the business case for a long complex development effort.
