As a contributor, I support adoption of this work. It is a real problem and the solution is reasonable.
I continue to lament the need for all referenced system-nodes to have to be copied into running. To be clear, it's not the copying *effort* that I detest, but that it must be done at all, for the the "Inactive-Until-Referenced" nodes. Whilst I recognize that it must be done for YANG 1.1, it is not nice solution (polluting <running> and such). My only solace is in knowing that YANG-next can make it right.
