This new version takes into account Reshad’s review based on his attempt to use 
this model for Linux rsyslog.  We changed the action leaf to an identityref 
instead of an enum, and added a “stop” action to discard and halt processing on 
the message.

Additionally, line length reduction was done to quiet IDNITS.
