We confirmed that it is "good enough" that recommended-min does a simple
comparison to determine if the recommendation is satisfied.
date >= recommended-min-date
semver number >= recommended-min-semver number
Theoretically that doesn't work for branching, but after discussing various
scenarios we believe it won't be a true practical issue and it is worth it for
the simplicity. Recommended-min isn't a strict conformance function: it is a
helpful piece of documentation/hint/starting-point for package constructors.
That means there is no longer a need to walk back up through the revision
history to search for the recommended-min value.

We discussed the text in Module Versioning about walking back through the
revision history to look for the NBC tag to determine backwards compatibility.
We'll keep that text mostly as-is (removing just the ref to recommended-min).
