I have made update to introduction in draft-ietf-netmod-node-tags to clarify 
motivation
and add pointer to section 3, also add update to section 3 to clarify what 
happen without
node tag.

Regarding user tags, we support both user tags with and without colon to align 
with section 
2.3 of RFC8819.
We support two type of tags, system tag or user defined tag,
system tag is assigned by model developer or manufacturers during model 
definition stage, see example in section 8.
user defined tag is added by users or operators.
Yes, operators can remove vendors tags, operators can use mask-tags defined in 
ietf-node-tags to remove tag, it means
remove association with node or leaf node, it doesn't matter whether the node 
is readonly or not ready only.

I read draft-ietf-netmod-node-tags-11 today.
I found the introduction lacked sufficient motivatio for this work.
I found the connection to #hashtags distracting and not very informative as to 
motivation.  Section 3 details more use cases, and maybe the introduction 
should point to it. (Tell me that it's coming) Section 3 does a better job of 
explaining things, but I think it needs to go much further.  Motivate for me 
why we can't do these things without a new YANG primitive.

I think that user tags should be those without :, rather than user:
I don't know if tags are defined by manufacturers or users ("operators") Can 
operators remove vendor tags?  How does adding/removing tags interact with 
nodes/leaves that are read-only?
