I think IANA does not touch the XML namespace registration at all,
hence RFC 8341 says something like:

   This document reuses the URI for "$module" in the "IETF XML
   Registry".

Ideally, there is a cut and paste friendly template for the common
cases:

a) A document defining new YANG modules not maintained by IANA
b) A document defining new YANG modules maintained by IANA
c) A document revising YANG modules not maintained by IANA
d) A document revising YANG modules maintained by IANA

Well, d) should exist since the module is maintained by IANA, so we
have cases a)-c). Mixing things together in some what may make it
harder than necessary for document authors to engineer the text they
need to use.
