As MUD (RFC8520) uses RFC8519 augments the acl YANG, it would be useful to
understand what if anything this new document might bring to MUD.

I think that we won't get any of the features of this new base YANG module
until we revise RFC8520.

For me, the bigger question is how to break the chicken vs egg issue with
MUD: gateways vs devices.  Neither wishes to be "first" to market... yet it's
been like 7 years since I wrote a MUD implementation for an OpenWRT platform
that we never were able to upstream.
