Andy’s interpretation is also consistent with 
https://datatracker.ietf.org/doc/html/draft-ietf-netmod-yang-module-versioning-13#name-reporting-how-deprecated-an,
 although that is done as flags advertised by the server rather than updating 
the YANG language.
