I updated the draft to address the comments raised by the
shepherd writeup.
* Add IANA Considerations section.
* Remove unused rfc8407bis reference.
* Remove Editorial note.
* Reference updated RFCs in abstract and intro.
* Add RFC 2119 boilerplate
Additionally
* YANG SemVer used consistently throughout the document.
* Using the correct "ysv" prefix for ietf-yang-semver.
However, there was this comment by idnits

content which was first submitted before 10 November 2008. If you have
contacted all the original authors and they are all willing to grant the
BCP78 rights to the IETF Trust, then this is fine, and you can ignore this

This seems to be because the pre-RFC5378 boilerplate is in RFC 6020.
The document updates RFC 6020 Section 5.2, which is one paragraph long
and doesn't reference any document from before the above date. It seems
that this boilerplate shouldn't be necessary?
