I guess that it needs the old and new modules provided to do this work.
Is it possible that the description of a leaf needed to be able to make this
comparison be condensed to something concise?
It would be nice to put this into the sid-file for RFC9254/RFC9595, as the
SID allocator needs to allocate new SID numbers when there is a BC, but the
name/XPath/NID has not changed.
