Thanks for the review. 

The reference is used for the line-wrapping notation within examples in 
appendix B (e.g., 
https://datatracker.ietf.org/doc/html/draft-ietf-netmod-immutable-flag-13#appendix-B.1),
 which idnits does not parse as an explicit reference. We have added an 
explicit reference in the draft, see 
https://github.com/netmod-wg/immutable-flag/pull/34/changes. This should fully 
address the idnits issue (but I have not checked it yet).
