I think the test framework should be very close to other openstack projects and hence you may simply open a bug and go about it. If you are doing something significantly different and have a plan, you may write a short bp IMO. Also you may discuss it in the ML.
Also you may add a few tests along with the framework, so that: a. adding the framework makes more sense b. it saves some trouble to people adding tests later Nice catch btw, I didn't notice it before.
