Yes. But for the python version. Not for the Vala implementation, that the new website will be about. When we have it working, then many of the things that this page mentions will be outdated. For instance we will not use openssl, we'll use gnu tls. In the python version "swig" is needed for a certain 'make' to work, I don't recall which one, I think dnspython or m2crypto. This too won't be needed with the Vala implementation.
