My view is that the student who takes up this project idea should design
and use an abstracted API such that it can be easily retargetted to
other speech systems.  For example, under Windows, you'd want to make
use of SAPI.  Under UNIX, you might want to use speechd.  Under Mac OS
X, you might want to use the Apple stuff.

I think the creation of a new synthesiser is way out of the scope of the
project.

If you're using a UNIX, I recommend irssi as an IRC client.  Launch
thus:
        irssi -c irc.freenode.net
and then do /join #netsurf once it has connected.  If you're still
having difficulty connecting, it may be because Freenode are refusing
your connection.  Common reasons are trying to IRC as root (never wise),
or having open web proxies etc.  Read the entire text it sends you: it
will have clues.
