That is a deliberate (and much celebrated!) feature -- local history
cloning.

Why should the local history be lost when a link is followed in a new
window? If I close one window, and want a page from a few pages ago I
don't want to discover that the window I closed was the one with all the
local history context of how I got to the page I'm looking at. It seems
arbitrary to have local history in the first window and lose it when you
open a link in a new window.
