It turns out, this was the result of a bug in the example code: it completely failed to correctly reset the world when the encoding changed. Fixed in git: http://git.netsurf-browser.org/libhubbub.git/commit/?id=4e091eb81e7a5ada5d8aafa7990d094f276f2099 Thanks, J.
