Okay that sounds like you'll need to work on an appropriate branch of our toolchain/SDK repository first, and once you have that you can begin to work on a frontend for netsurf. If you can get the toolchain branch set up so that we can cross-build for the target then we can help you identify your next steps, but this is going to be a significant job to build a new frontend.
