It's probably a decade since I last looked but I believe the buildsystem comprehends the usual GCCSDK_INSTALL_CROSSBIN and GCCSDK_INSTALL_ENV variables. It appears that env.sh does not, however.

So, putting it all together probably requires this:

export GCCSDK_INSTALL_CROSSBIN=/path/to/gccsdk/cross/bin
export GCCSDK_INSTALL_ENV=/path/to/gccsdk/env
PATH=/path/to/gccsdk/cross/bin:${PATH} HOST=arm-unknown-riscos source env.sh

and then use the normal commands from the quick-start document.
