This is a problem that has just been reintroduced in the last two or three releases so I would have thought that it could easily be reversed out.
If there is a table inside a form the currently prevaling alignment (e.g. center) is lost and the table is left aligned. A form that doesn't used tables, and parts of the form outside the table are correctly aligned, as is a table which isn't inside a form. The problem is illustrated by the Google search form on http://www.minimarcos.org.uk/ which does validate to W3C standards.
