I can confirm that the latest build allows the page to display. What Netsurf should do with the line <a href="http://<!--#echo var="HTTP_HOST" --><!--#echo var="DOCUMENT_URI" -->">Top of page</a> I leave to others ... it's never going to do the right thing locally, so as long as it doesn't stop display I think it's unimportant what happens.
