Builds OK with MinGW as 32-bit libraries on MS-Windows, and passes all
tests.

I see compilation warnings about getopt.h and getopt.c, shown below.
I ignored them, because they don't seem to indicate a real problem,
but it might be nice to avoid these and have a cleaner build.
