That doesn't look like a blacklist, just a copy of the public list of
Tor relays. It looks like its intent is to be used by people who want to
prevent people from connecting to Tor through their firewalls, not to
block Tor relays from accessing websites. Unless you were operating an
exit, you shouldn't be put on any reputable blacklist.

You don't need to do that. All you found was a copy of the already-
public list of relays published by Tor Project.
