I completely disagree with this approach. FOSSCOMM is for open standards - and 
in this case the openstandard is unicode. It is irrelevant at this juncture 
whether Nudi is open sourced or not or whether it runs on linux or mac. What 
is relevant is that both the central and state governements use open standards 
- ie, in this case, unicode. The letter should focus on

1. Introduction of unicode in all spheres of governance
2. Conversion of existing documents into unicode.

that is all the government should do. Platform or proprietary/open are not 
relevant in this case and bring in too many other issues that clutter up the 
argument.
