5.4 Enabling Infrastructure
To enhance the maintenability, preference will be given to thin clients i.e
network based terminals which are immune to virus attack and which have some
local computing power without moving parts (say on flash memory etc) thus
requiring less electricity.

6.1.2 Given the diversity of the country’s educational, linguistic and
social situation, there
exists a need for a wide variety of digital content and resources for
different subjects,
curriculum, ages/grade levels and languages.

The content may be shared across the states if not globally. Hence
state shall support only such text content as will conform to
open standards
i.e
1.
Open standards i.e royalty free, non-commercial, publicly
maintained, as specified in Recommendations of the Expert Committee
appointed by GOI on Interoperability in E-Governance
Framework version 1.5(
IEGF) which is similar to the definition of European Commission

Encoding standard: Unicode
3.
Font stanadrd : Open, non-proprietary, royalty free standard

Any non-open standard used may have an interim status for not
more than a year during which time state shall devise open
standards for
encouraging creativity and eliminating monopoly.

Internationalised and localised : i.e in subjects like mathematics,
science etc where the core content is not the language , the
language part
must be separable and replaceable by translations in another
language and
the language-specific content should be manitained in such a
way , from
version to version that simple tools should be able to
extract, translate
and replace the language.

Content shall be maintained in a version-controlled system so that
collaborative development is possible. Different state
authorities may be
able to choose versions and maintain some portions
independently (fork)
while utilising the core (as stem).

Development of Content
1.
Even students will be encouraged to contribute to the content.
Creativity shown and work done in creating content may be
suitably rewarded
, including as part of project work.FOSS tools may be made
available to them
for this.
2.
Integration with the MHRD's projects on Mission of ICT in education
will be sought to gain from the learnings and tools that can be shared
3.
Higher educational institutes will be specifically and
systematically involved so that young persons , both teachers
and students
can bring the fresh air of new knowledge to overcome
limitations if any , in
the school systems. Suitable financial incentives will be
utilised based on
properly accounted useful efforts and tangible outcomes.

A system of collecting requirements of demand will be maintained on
the web in a transparent manner. A ToDo list of requirements will be
maintained . Open process of bidding and allotment for
content generation
will be established . Multiple agencies may develop the
content and same may
be evaluated through an open process of evaluation , moderated by a
committee .
5.
Contributors, including domain experts, teachers etc will be
encouraged to create free e-content. Their popularity and
other idices of
evaluation will help in allotting to them work for generation of fres
content at State's expense.
