I haven't been following this list for a while, but I happened to notice
this today and read the draft. I find the arguments advanced disingenuous.
For example, Microsoft withdrew support for Windows XP in 2008, an operating
system originally released in 2002. That's six years of support. Few
institutional buyers will hold on to a computer for that long. They treat
computers as depreciating assets, so depending on the tax code, computers
are written off and discarded in five to six years. Their value is measured
by their utility, not their cost. Since Windows licenses don't expire and
Microsoft's support period exceeds the average life of a computer, there is
no forced upgrade by a software vendor. The upgrade is forced by users
demanding the latest and greatest. This is hardly the vendor's fault.

I strongly urge you to not send this draft in its current form as it fails
to take into account a purchasing manager's point of view, and will only
serve to hinder future initiatives by Fosscom.

Best,
Kiran
