The ildc.in site states "The availability of these software tools,
fonts and resources in local languages at no cost is intended to
motivate general public to use ICT tools and technology in their day
to day work like Word Processing, Presentation preparation, Spread
Sheets preparation, Web Page Surfing & Designing, Messaging etc. in
local languages. "

Note the *at no cost* part in the phrase above.

The last time I checked, most fonts (from CDAC/TDIL) had a clause
"ONLY FOR NON-COMMERCIAL PURPOSES. Not to be distributed along with
any software for commercial purposes without prior written consent
from C-DAC-GIST, Pune"

I'd like to know more about the fonts if anyone can obtain the CDs.
