*Suggested agenda items from IT for Change to the 11th Meeting*

a. The meeting should aim to 'formalize' the setting of 'working groups' or 'task forces' in different areas, such as Education, e-Governance, Public Health, Industry, software patents (these are initial suggestions) etc and organizations/individuals who are interested can become members of each group (this was discussed at Delhi but not formalized). These groups would help formally take forward FOSSCOMM work and aims in the respective areas

b. We would also like to propose that we have a 'FOSSCOMM working group' which will have a small (manageable) group of members who can discuss issues relating to formalizing the FOSSCOMM structures and processes. The group should look at pros and cons of different options and make proposals to FOSSCOMM for discussions and acceptance with modifications as seen required. Some agenda items for this group could include a. membership criteria, cmp, working group structures and relationship with FOSSCOMM, governance processes, larger reporting/accountability processes, communication/mailing list norms etc.

The idea of having a smaller group make the proposals is that this helps the larger group have more focused discussions and the smaller group can think through pros and cons in detail. Yet the working group suggestions are in the nature of proposals and would be finalized after adequate debate in the larger forum.

We see that this kind of a group will be required for a longer time since the organizational structure/process requirements will keep changing and FOSSCOMM will need to continuously respond to the environment. The group can have a term of a year and members can rotate by turn (1/3 at a time).

Having this working group will make the work of FOSSCOMM much more effective and help us all reach out more effectively to the 'unconverted' and even the 'disbelievers'.

c. A small 'secretariat' for FOSSCOMM would be very useful, which among other activities can ensure that our communications to decision makers on different issues is received by them and encourage them to respond. The secretariat can also 'track' the various action items arising from our discussions and help us close these out.
