RTI Complaint is a technical document to pinpoint which RTI Act sections are
violated by Public Information Officer and First Appellate Authority. It is
not a proper place for allegations and outpourings of grievances. Free flow
of words like “corruption”, “conspiracy” and “nexus” render Complaints and
Second Appeals unreadable and ineffective. Even well-meaning Information
Commissioners cannot take action when complainants / appellants lose
clarity.



Please don’t hide the merits of your case with unnecessary words. Please
don’t wear out the patience of your SIC / CIC. Remember that he is human,
and gets irritated.  So, think and write clearly. *As the saying goes: Don’t
get mad, get even!*

Complaint u/s 18 is a sharper tool than Second Appeal u/s 19. It confers
civil-court-like powers on Information Commissioners. So don’t just appeal,
beg and plead. File a complaint!
