Our govt has finally issued good draft guidelines (i think ) on developing
govt websites for review , you can view those guidelines and give feedbacks
by visiting and registering an account in http://web.guidelines.gov.in/ ,

Some contents of the guidelines read,

"7.4 File Formats
Documents form a very important and significant component of Government
websites. Indian Government Websites should therefore provide access to
documents in appropriate File Formats that are based on *open standards* and
do not impose an unnecessary burden of downloading or acquiring specific
software on the intended audience.

7.6 Validation & Testing

Following are some important validation methods that may be followed:

   1. Departments may use automated accessibility tool and browser
validation tool.
          * Validate syntax (e.g., HTML, XML, etc.)
          * Validate style sheets (e.g., CSS)
   2. *It is a MUST that Indian Government websites are tested for multiple
browsers and versions of browsers, operating systems, connection speeds, and
screen resolutions to ensure access by all.*"
