Thanks for the update.

Apart from sharing within FOSSCOMM (the converted crowd) it would be useful if we could send a letter on behalf of FOSSCOMM to the concerned authority/decision maker pointing out the issues/demerits of their choice and why they should promote FOSS.

There are some 'template letters' on the FOSSCOMM site. Can I request if you could pick up a suitable one and then draft a letter to the IIT Kharagpur competition organizers. (In case you want help to locate the template, you could check offlist with Narendra Sisodiya or Santhosh T)

The primary goal of FOSSCOMM is to ensure wider adoption of FOSS in India, for this we need to engage with the 'non converted'/ 'non believers' and even 'hostile' groups and such letter writing can be the beginning (not that it will always do the job!) of such engagement. In cases, where the person is preferring proprietary sw due to ignorance or inhibitions wrt FOSS, our letter could encourage them to move towards FOSS adoption. Of course, we need to be polite and friendly :-) .... If each of us could write to different authorities as and when we notice such issues, it can help spread awareness on a larger scale.
