I am pleased to inform that some of the suggestions (made by the undrsigned
) opposing the adoption of some proprietory standards as mandatory has been
accepted and, in stead , the free and open standards have been accepted.
This is specifically the case for Font Standard i.e.  'Font Standard For
Indian Languages'
as seen in http://egovstandards.gov.in/index_html

In stead of 'opentype '  standard which is owned by Microsoft, Open Font
Format ( 'ISO/IEC 14496-OFF (Open Font Format) ' ) has been made mandatory.

It is altogether a different matter that OFF is , inherently bound to
OpenType and is not as free as one wishes. Yet it is under the control of an
inter governmental body like ISO.

It is also necessary that now onwards the fonts that we can use also claim
to follow the specified standard.
