A merely technical point:
The National Population Register (authorised by the Cabinet in March, total cost: Rs.3539.24 crores)[1] is being undertaken under the Citizenship Act, 1955 (which was amended in 2003 for this purpose).

The government seeks to merge this process with Census 2011 which itself is being undertaken under the Census Act, 1948. This attempt to merge them has been challenged by some opposition parties (one of the fears being that self-declaration as a citizen of India as part of the census could grant citizenship rights[2]).

Insufficient attention has been paid to the NPR, which is gathering biometric (fingerprints) in lieu of the UIDAI doing so. But then, that is for another list, not Fosscomm.
