CDAC came up with BOSS.
NCERT is coming up with SchoolOS.

There has to be a unified official distro being used by all in
government - BOSS and SchoolOS will have a unified roadmap i suppose.

Uniform framework is enough, the distro itself need not be same.

Actually a unified OS is more appropriate, but sounds like a dream, given our Indian state of afairs and way we look at things. But if we were to talk about a unified framework, we must prioritise a few things which might directly bennifit such an attempt. The first thing in such a unified framework for different distros is standards. I think unicode fonts which can be recommended and the foss based codecs should also be a part of that framework. Another aspecct would be to consider a few popular and practically suitable softwares for Indian schools. For example there might be some softwares related to history which might be popular in the FOSS world but might not have the India taist. Attemps must be made to nationalise (and not just localise ) the softwares before they are recommended as a part of some unified specification for making such distros.

Happy hacking.
