Er, do you mean whether FOSSCOM accepts it as a free software/open 
source licence, or whether FOSSCOM recommends software be licensed under 
this licence?

In either case, to the best of my knowledge, FOSSCOM doesn't have the 
authority to do anything with its opinion.

Also in either case, if FSF and OSI have both accepted the MS-PL as a 
FOSS licence, what difference does FOSSCOM's opinion make?  And why 
worry about yet another GPL-incompatible licence?
