How can it not be used for incremental updates ? Just maintain the
list of all authors, like you maintain a list of all code commiters
for a software project. Some free software projects add a list of
authors file, with every download but some do not but changelog
reflects all commiters. Same can be applied with the artifact. For
example in a JPEG file you can add custom exif tags to represent list
of change authors.

 As for CC-NC, you simple do not get the license. If you want to add
the work in a linux distro, which in-turn is distributed freely, it is
not a violation. Also, the section 4 of CC-NC license attempts to
define "commercial".
 As for making money by distributing DVD distribution problem, you can
write to the copyright holder request permission and clearly state
that user might have to pay shipping+ handling charges for DVD but you
do not plan to sell the distro itself.
 I have used non-CC licensed works in non-profit ventures couple of
times using this approach. So, I do not understand why an artist would
refuse you the waiver for CC-NC licensed work.
