I agree.  The Indic computing department of Indian Govt is a monument
of stupidity!

Almost all applications in GNU/Linux now support typing of Indian
languages in any which way you like, including phonetic (if you are a
Hindi/Marathi speaker try bolnagari keyboard layout).

The solution we use in GNU/Linux depends on the availability of
opentype fonts.  we do have a few fonts for each language.
