in september 1995, Indians were offering milk to Ganesha idols. The
scientific community reacted only in the evening when all had already
happened. There was almost a competition among indian scientists to
tell the scientific truth behind the 'magic' but only after sunset.

Nobody cared to rush to even the closest temple and demonstrate the
truth in real time.

The same is happening with FOSS. Sarkari People are free to do
anything. We have no direct national action plan. We are like congress
party of 1885. We just talk.

I have already written on this mailing list before and I am
reiterating - 'AICTE' is the biggest practical hurdle in the way of
FOSS proliferation in technical institutions. Their 'Inspectors' have
even asked the lab managers of engineering colleges - 'Hey, you using
GNU/Linux just because its free. Show us the bills of proper software
purchase.' Most of them are not ready to listen a single argument in
favor of FOSS. They feel insulted to be 'educated' on FOSS this way.

We did not fix this AICTE thing in time. Now we have to face this
music. I dont have any direct connection there but when I got a chance
to FOSSify UPTU B.Tech. CS & IT final year syllabus, I did it 100% and
got it approved. If I get a chance somewhere else, I'll do that there
too. I am seeking company on this list to help us do the same in AICTE
and UGC. We are not ready to listen any argument in favor of Non-FOSS
in academia. Sorry for that.
