Can this be contested using existing laws?

The AICTE Act of 1987 says.

10.Functions of the Council.- It shall be the duty of the Council to take all
such steps as it may think fit for ensuring coordinated and integrated
development of technical education and maintenance of standards and for the
purposes for performing its functions under this Act, the Council may-

--snip--

(f) promote an effective link between technical education system and other
relevant systems including research and development organisations, industry
and the community;

--snip--

(n) take all necessary steps to prevent commercialisation of technical
education;

Wouldn't them promoting a single vendor is in this fashion doesn't qualify as
"commercialisation of techinical education"?

Failing which at least demand equal promotion from them for FOSS offerings.
(I'm sure Redhat/Canonical/(Oracle??) can match whatever MSFT is currently
offering.)

Also the current AICTE/Dreamspark offerings require the purchase of an x86 PC
[There are many non-x86 offerings in the market(and the soon to be released
$35 tablet ;-)]

Any way this falls foul of the consumer protection act?

(b) any trade practice which requires a consumer to buy, hire or avail of
any goods or, as the case may be, services as condition precedent to buying,
hiring or availing of other goods or services;

BTW can any lawyers here explain why this doesn't cover bundling of the OS?

Or can AICTE students claim they are being forced to pay for an OS when they
are entitled to one for free under the dreamspark program?
