Short answer cannot, as the committee has submitted its report already!
Need for action, yes.
Various things are now falling into place. The recommendations of the
Committee are virtually verbatim copy of International Intellectual
Property Alliance  and the Motion Pictures Association of America.
International Intellectual Property Alliance is the body that
recommended that Open Source be considered as akin to piracy and also
recommended that countries such as India, Brazil and Indonesia be put
on Special 301 Watch list

It is also active on ACTA as is  Motion Pictures Association of
America.
Interestingly, in TRIPS, the Indian representative had some harsh
things to say about ACTA (http://keionline.org/node/998), but again
only on pharma and patent issue. That is because the pharma groups
have done their homework but the FOSS groups (that includes me also :(
) have not.
Suggest asap the following:
A short letter to Ms. Soni opposing the ACTA ideas being imported thru
the Indian film industry as the stalking horse.  Follow up with
seeking a meeting that this is not just films but a whole bunch of
issues -- patents, copyright all are involved. Also Internet service
providers as the burden of enforcement will be passed onto them. In
short an Anti ACTA alliance on this issue.
