The undersigned wishes to find out if any effort on the following lines has
been undertaken. I wish to contribute to the same or else initiate the same.

Background

   1. The manufacturing sector needs a lot of 'commons' including basic or
   generic software on which some additions can be easily made for specific
   applications.particularly India can gain a lot if such teams are developed
   in India.
   2. Education sector needs these very badly too.
   3. Most graphics packages cannot be localized due to non-compatibility of
   opentype fonts for indian scripts(though unicode). I have successfully
   solved the same problem using FOSS for some packages. This requires further
   efforts on a national scale.
   4. many great efforts have been made in the past but many are orphaned.
   5. Teams are not in India.
   6. Business models , if any are not clear , sustainability is in doubt.
   7. I am located in IITB and can gather some resources ( human, financial
   and organisational) that can be useful
   8. I am passionate about this (though I am not an expert in this , I know
   many who are)

Organisational concerns

   1. A Non-Govt effort with Govt (support to the extent available)
   2. a commercially viable effort
   3. a cooperatively managed effort with remuneration to contributors in a
   transparent manner
   4. A non-profit research organization (foundation) to manage the
   functioning and own the IP
   5. of course all development to be in pure FOSS , letter and spirit
   6. Service to be the main revenue channel

Domains currently (or initially ) focussed

   1. Mechanical CAD : FreeCAD and CollabCAD brl-CAD may be starting points.
   Aim is to meet industry requirements
   2. Electronic CAD : GEDA may be starting point. a more integrated package
   is needed.
   3. GIS : for egovernance
