I think we should not be looking for FOSS "equivalents" for proprietary
software. The Unix philosophy itself is different, and different
developers would naturally think differently. So, I guess, we should
look for tools to do different activities than for "equivalents". I
suggest some applications that may serve a similar purpose to what is
listed:

You could try gEDA and Ktechlab.

As far as I know, SPICE is distributed for *nix platforms under a BSD
licence. If you mean the simulation software for integrated circuits,
this is probably what you are looking for.

Scilab and Octave. But, perhaps, you could do most of the work using
Python along with Scientific Python and Numeric Python.

I think I have seen a Free version of TASM but am not able to locate it
now.
