The there is a directive but no stipulation from MHRD. I managed to
get hold of a copy of the directive addressed to central educational
institutes and AICTE. the directive states that institutes should
explore open source alternatives before adopting proprietary software.

I am attaching the copy received at one of the central institutions.

this is great. along with the open standards policy (and notification of standards), this doc should be shared with every govt dept, educational institutions ... so that they look at FOSS as the default and any use of proprietary sw to be explained/justified.
