There is a Linux Fund already http://linuxfund.org/ Why we have to go
via a third party, when we can support these projects directly? You
might want to checkout flattr.com which allows you to pay small
amounts of money to large number of projects. For example, you can say
I want to donate 5000 rupees to Free Software projects, it would take
5000 rupees from you upfront and let you chose all the projects you
like, projects will have a flattr button and if you like to support
that project, you can click on the button. At the end of every month
the monthly amount will be given equally to all the projects you
selected.

You have to keep reminding your government that you don't get your
rights from them; you give them permission to rule, only so long as
they follow the rules: laws and constitution.
