Absolutely a leader is a must. In this case FOSSCOMM is appropriate too.

Every thing has a bandwidth and limited energy, even FOSSCOMM. This
specific minister is well known for his bullying ways of ensuring others
desist or accept his diktat. There is no chance of a fair hearing also.
Sibal is a part of the problem and will remain one.

If we need to petition why not some where we have better chances of
being heard like PIL in appropriate Court, Petiton in Parliament.

More specifically, it might help if FOSSCOMM puts up an open letter as part
of an "Intervention"[1] that we can sign. It can't hurt to convey the
information that FOSSCOMM's position is backed by a large number of
citizens. (Greenpeace seems to be adopting this policy with some
success.)
Open letter is a good suggestion. I have myself signed the Greenpeace
online petition on BT Brinjal. However, the Dhamra Port (courtesy TATA)
is a different story.

However there is a difference with Green Peace, the target i.e. Jairam
Ramesh is more than willing to hear. Sibal is useless, just bypass him.

It is a whole lobby that does it. Raja for example would not 'know
anything about FOSS'.

IMHO, the present effort should be directed at having him removed as a
minister, cause he is just a big bully, with most negative mindset
Not to mention afflicted with a desperate (if common) urge to put the
cart before the horse. Witness the setting up of IITs all over the country
which have admitted students, but appear to be considering the recruitment of
faculty almost as an afterthought.
I understand your feelings.

The root cause analysis - existing IIT professors (especially the
seniors) think and have aired their views like - "these new and multiple
IITs will erode and finish off the marketable tag of "Centres of
Excellence" as excellence can be present in a single or few places" - I
have myself heard this sentence in a personal gathering from a famous
IIT-Madras faculty.
