whichever file has this licence can be sold, billed for installation. 
given away without charge etc. subject to making the modified source 
available down stream

"this site" is the key. You could ask someone to download from this 
site and give it to you. Then charge for install or find another repo 
like ubuntu or debian

The term "this site" is important. He is entitled to charge for use 
of "this site". However everybody else's site is free as in beer.
